Meeting of the Presidential Commission on countering corruption chaired by theState Secretary Gulshara Abdykalikova

The meeting reviewed the results of the 2015-2017 Action Plan on implementing the Anti-Corruption Strategy for 2015-2025, as well as the measures taken to counter corruption in the state revenue bodies.

Opening the meeting, Gulshara Abdykalikova stressed Nursultan Nazarbayev’s words in the Address to Kazakhstan’s nation "New development opportunities in the Fourth Industrial Revolution" that the preventive struggle against corruption should keep on. It is important to digitize processes in state bodies, including their interactions with the public and business.

- In general, the measures taken allowed Kazakhstan to rise in the Transparency International Corruption Perception Index by 9 positions, the Secretary of State said. Over the past three years, it has been possible to significantly reduce administrative barriers, reduce domestic corruption, and increase the state bodies’ transparency.

The meeting heard the Reports of the Agency for Civil Service and Anti-Corruption Affairs and the State Revenue Committee of the Ministry of Finance.

The 2015-2017 Action Plan to actualize the Anti-Corruption Strategy completed 63 activities, including working out 4 new laws, 20 regulatory and legal acts, putting into operation 8 information systems, and holding 36 organizational events. Currently, the 2018-2020 Action Plan on implementing the Anti-Corruption Strategy is in the process of approval, and it was developed taking into account the Strategic Development Plan of Kazakhstan until 2025.

The meeting resulted in the Commission’s decision to make the work of the State Revenue Committee’s internal security units more active, on the responsibility of managers for their employees’ corruption offenses, and digitization aimed at minimizing corruption risks.
