January 31, 2014

Addressing to the participants, Nursultan Nazarbayev congratulated the ambassadors on the beginning of their diplomatic mission in Kazakhstan.

“I am confident that your work will give a new impetus to comprehensive relations. You are starting your mission in Kazakhstan at the very important period of time for the country. Now we are elaborating a new model of development of the country. A fortnight ago, I delivered the Address to the people of the country. I proposed a plan of realisation of the “Kazakhstan-2050” Development Strategy in it, “the head of state highlighted.

The President of Kazakhstan noted that the main purpose of the Strategy was entry of our country into a group of 30 developed states of the world.

The head of state stressed that Kazakhstan would continue a balanced approach in the foreign policy.

Nursultan Nazarbayev emphasised that entry into the World Trade Organisation opens great opportunities for the economic development.

“Today we are at the final stage of the negotiation process. We are confident that your countries will support the wish of Kazakhstan to be a part of this organisation. Also, the international exhibition “EXPO”, which will be held in 2017, plays an important role. I am confident that its topic will be one of the vital areas for the harmonisation of the countries, “the head of state said.

The President of Kazakhstan informed on the approval of the Concept of Foreign Policy of the Republic of Kazakhstan for 2014-2020.

The head of state emphasised a high level of cooperation of Kazakhstan with the Kingdom of the Netherlands.

“Your country is one of the leading economic partners of our republic. Last year our turnover made up US$ 10 billion. The Dutch investments into the Kazakh economy made up about US$ 48 billion. The partnership in the energy sector is being actively developed, both in the sphere of the effective development of Kazakhstan’s energy resources and their transportation to the world markets. We are interested in more active participation of Dutch companies in realisation of the state industrial and innovational development programme, introduction of modern technologies into the industry,” the President of Kazakhstan said.

Nursultan Nazarbayev stressed the importance of the establishment of the “Kazakhstan- Netherlands” Business Council.

The President of Kazakhstan told about the interest of our country in the development of mutually beneficial cooperation with Japan.

“We consider your country as one of the vital strategic partners in the Asia-Pacific region. A constructive and confidential dialogue has been established between our countries at all levels. The bilateral structures are efficiently functioning. The legal framework is being increased as well. Given a high technologic level of your country, Kazakhstan is interested in cooperation with Japan companies taking part in the joint high tech projects. I hope that the adoption of the “Road Map for Strengthening Economic and Investment Relations” will serve this aim. There is a need to accelerate the signing of the Agreement of Liberalisation, Encouragement and Mutual Investment Protection, which will promote full-scale trade and economic cooperation between our countries,” Nursultan Nazarbayev resumed.

The head of state noted that Kazakhstan has friendly and neighbourly relations with the Islamic Republic of Afghanistan.

“I support the efforts of the Afghan Government on stabilisation of the socio-economic situation in the country. Kazakhstan, on its part, provides humanitarian and economic assistance and participates in implementation of a number of infrastructural projects in Afghanistan. We are building schools, hospitals, bridges, repairing and reconstructing roads and providing free food supply. We have launched a special educational programme for Afghanistan, under which a thousand of Afghan students will study in the universities of our country until 2020. The current and next years are the most pivotal in the development of the Afghan statehood. We hope that the Afghan people will go through this stage with dignity and find their way to a stable and secure society. We are interested in it and will provide assistance,” the President of Kazakhstan said.

Nursultan Nazarbayev informed that Kazakhstan pays plenty of attention to tightening of the cooperation with the Islamic Republic of Pakistan.

“We are thankful to Pakistan for constant support of Kazakhstan’s foreign policy initiatives. Your country is one of the active participants of the CICA. The Pakistani representatives regularly take part in the work of the Congress of Leaders of World and Traditional Religions. Pakistan, which has a high economic potential and an advantageous geopolitical position, is a prospective trade and economic partner of Kazakhstan. There are bilateral projects in the field of agriculture and processing of agrarian products. Kazakhstan, as a huge producer of cereals, can supply it to Pakistan. We could study the prospects of cooperation in this area,” the head of state said.

The President of Kazakhstan stressed that our country was interested in the expansion of a full-scale cooperation with the Sultanate of Oman.

“I remember very well my visits and talks with Sultan Kabus bin Said and know that you are also interested in this cooperation. We highly appreciate the friendly assistance provided by the people and the Sultanate at the beginning of our independence. We support friendly relations, both bilateral and multilateral. Given the economic potential of the two countries, we need to enliven businesslike cooperation in the spheres of agriculture, petrochemistry, energy, transport, tourism and construction. We invite the Oman companies to participate in the implementation of large industrial projects, as well as exchange of advanced experience and knowledge in the sphere of oil production and transportation of energy resources,” Nursultan Nazarbayev said.

At the end of the ceremony, the head of state congratulated the ambassadors on the beginning of their diplomatic work.
