The State Secretary of the Republic of Kazakhstan - Krymbek Kusherbayev

The status and powers of the State Secretary of the Republic of Kazakhstan are approved by the Decree of the President of the Republic of Kazakhstan dated August 13, 2007 No. 379

The State Secretary of the Republic of Kazakhstan (hereinafter referred to as the State Secretary) is an official of the Republic of Kazakhstan who is appointed and dismissed by the President of the Republic of Kazakhstan.

The State Secretary operates under the direct supervision of the President of the Republic of Kazakhstan, and is accountable and under control to him.

The State Secretary exercises the following powers:

- develops for the President of the Republic of Kazakhstan proposals on the main areas of domestic and foreign policy;

- on behalf of the Head of State represents his interests:

in relations with the Parliament of the Republic of Kazakhstan and its chambers, other state bodies, public associations;

in international relations;

- coordinates activities:

on social and humanitarian development, family and demographic policies, culture, physical culture and sports;

advisory bodies under the Head of State: the Commission on Human Rights, the Anti-Corruption Commission, the Commission on State Awards, the Commission on Awarding the State Peace Prize and Progress of the First President of the Republic of Kazakhstan - Elbasy, the Republican Commission for State Symbols, Heraldry and other equated to them awards, the Republican Commission for Training Abroad, the Commission on Awarding of the State Prize of the Republic of Kazakhstan in Literature and Art, the Commission on Awarding the State Prize of the Republic of Kazakhstan in Science and Technology named after al-Farabi, the Commission on Citizenship issues, the Public Commission on Awarding Prizes, Awarding Grants and Announcing the Acknowledgment of the President of the Republic of Kazakhstan in Mass Media, the National Commission for Women's Affairs, Family and Demographic Policy, the Assembly of the People of Kazakhstan, the Council for Youth Policy;

accepts credential letters from ambassadors of foreign states concurrently accredited to the Republic of Kazakhstan;

- exercises other powers in accordance with the instructions of the President of the Republic of Kazakhstan.

Krymbek Y. KUSHERBAYEV

 

Born on May 20, 1955 in Kazalinsk, Kyzylorda region.

In 1978, he graduated from the Kazakh Polytechnic Institute named after Vladimir Lenin, with a degree in civil engineering. In 1991, he graduated from the Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union, with degree in political science. He is Ph.D. in Political Sciences, and Candidate of Science in Philosophy.

He began his career in 1978 as an engineer, head of the pre-production group ПМК-112 of the Kzyl-Orda construction and production association “Главриссовхозстрой”. 1979-1981 Chief of Staff of the All-Union Komsomol construction - rice engineering systems of the Kzyl-Orda region.

From 1981 to 1983, he was the head of the unit in charge of the All-Union Leninist Young Communist League of Kazakhstan.

From 1983 to 1986, he worked as the First secretary of the Kzyl-Orda city committee of the Komsomol of Kazakhstan.

From 1986 to 1987 - Deputy Head of the Department of Komsomol Organizations of the Central Committee of the Komsomol of Kazakhstan.

From 1987 to 1988 - Head of the Department for Culture of the Central Committee of the Komsomol of Kazakhstan.

From 1988 to 1991, he was the Graduate student at the Academy of Social Sciences under the Central Committee of the CPSU (Moscow).

In 1991, he worked as the Referent on the Culture and International Relations in the Office of the President of the Kazakh SSR.

From 1991 to 1994, worked as the Assistant to the Deputy Prime Minister of Kazakhstan.

From 1994 to 1995, he was the Head of the Kalinin District of the Almaty city’s Administration.

In 1995, he was appointed as the Deputy Chief of Staff - Head of the Domestic Policy Department of the Cabinet of Ministers of Kazakhstan.

From 1995 to 1996, he held the position as the Deputy Chief of Staff - Head of the Territorial Development Department of the Government Office of Kazakhstan.

From 1996 to 1997, he served as the Press Secretary - Head of the Press Service of the President of Kazakhstan.

From 1997 to 1999, he became the Minister of Education, Culture and Health of Kazakhstan.

In 1999, he was appointed as the Minister of Health, Education and Sport of Kazakhstan.

From 1999 to 2000 - Minister of Education and Science of Kazakhstan.

From 2000 to 2003, he held the position of the Akim (Governor) of the West Kazakhstan region.

From 2003 to 2006, he served as Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Russian Federation.

In addition, from 2004-2006, he was the Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Armenia and Finland concurrently.

From 2006 to 2011, he worked as Akim (Governor) of the Mangystau region.

In 2012, he was appointed as the Advisor to the President of Kazakhstan.

From 2012 to 2013, he held the position of the Deputy Prime Minister of Kazakhstan.

From 2013 to 2019, he worked as the Akim (Governor) of Kyzylorda region.

From June to September of 2019, he served as Chief of Staff of the President of Kazakhstan

On September 18, 2019 by the Decree of the Head of State, Krymbek Kusherbayev was appointed as the State Secretary of the Republic of Kazakhstan.

He is awarded with the order “Parasat” (Nobility) (2003), order “Barys” of ІІ degree (2009), order of the First President of the Republic of Kazakhstan (2015), and other medals.
