Meeting of Gulshara Abdykalikova, Kazakhstan’s Secretary of State, with Angel Gurría, OECD Secretary General

The meeting discussed the issues of Kazakhstan's interaction with the OECD, development of human capital in the conditions of forming a new model of the country's economic growth, as well as promoting gender equality.

Gulshara Abdykalikova stressed that Nursultan Nazarbayev set the task to reach the level of 30 developed countries and join the OECD. Cooperation with OECD is a strategic priority for Kazakhstan and has been implemented since 2008 as part of the Eurasian Competitiveness Program.

The country program of cooperation was endorsed in 2015. As part of the Third Modernization, the National Roadmap has been approved to implement the best practices and recommendations of the OECD, which provides 535 recommendations.

Kazakhstan embarked on the state administration modernization, and it carried out constitutional reform. “Digital Kazakhstan" Program is being developed. High emphasis is put on human development. According to the UNESCO Education Development Index, Kazakhstan has been included in 8 of the best countries from more than 100 countries of the world for 10 years. We pursue the policy of trilingualism and large-scale learning of English is being introduced. A phased transition of the Kazakh alphabet to the Latin schedule is in the plans. We have begun the realization of “Ruhani Zhangyru” National Program aimed at outstripping modernization of public consciousness.

Kazakhstan attaches great importance to issues of gender equality and the role of women in the growth of the country. The 2030 Family and Gender Policy Concept is being actualized. In 2016, the lower chamber of the Parliament includes 27% of women.

The Secretary of State also thanked the Secretary General for supporting the idea of ​​holding the Eurasia Week in Almaty, directed to bringing together politicians from Central Asian and OECD countries, experts and representatives of international and regional organizations.

At the end of the meeting, Kazakhstan’s Secretary of State stressed that Kazakhstan, as a reliable partner of the international community, will continue its policy of deepening cooperation with the OECD.
