Meeting concerning the regional socio-economic development and state programs’ actualization presided over by the Head of the State

The meeting involved the Senate Chairman, the Prime Minister and his deputies, the Head of the Presidential Administration and his deputies, akims of regions, cities of Astana and Almaty, and heads of central governmental authorities.

During the meeting, issues of implementing state development programs, public consciousness improvement were discussed and reports on the regional socio-economic state were heard.

Askar Mamin, First Deputy Prime Minister, took the floor first, and presented his report on implementation of "Nurly Zhol", "Nurly Zher", GPIIIR, Productive Employment and Mass Entrepreneurship programs.

After that report the Head of the State dwelled on certain indicators and factors of state programs that claim the Government’s attention.

- Within two years "physical output of goods and services inside free economic zones" indicator has not been fulfilled. “Nurly Zher” program plans for bargain-basement mortgage loans to the population and loans to real estate developers, Nursultan Nazarbayev said.

In addition, the President of Kazakhstan drew the attention of Zhenis Kasymbek, Investments and Development Minister, to the problems in the non-primary export sector and issues related to implementing projects within the Industrialization Map.

The Head of State also focused on the implementation of the productive employment development program and the mechanisms for allocating targeted social assistance.

After discussing this agenda item, Deputy Prime Minister Askar Myrzakhmetov made a report on the implementation of the agro-industrial complex development program.

Taking into account the data provided by A.Myrzakhmetov, Nursultan Nazarbayev inquired about the Government’s measures regarding problem of agro-holdings and the results of preparatory work for harvesting.

During the meeting there were reports of Marat Tazhin, First Deputy Head of the Presidential Administration, on the implementation of “Bolashakka Bagdar: Rukhani Zhangyru” program and of Dauren Abayev, Minister of Information and Communications, on the issue of the country’s digitalization.

Further, according to the agenda, issues of regional development were discussed. The first speaker here was Aset Issekeshev, akim of Astana. The President of Kazakhstan focused on the problems of traffic congestion and lack of places in kindergartens and schools of the capital city.

Then the floor was taken by Bauyrzhan Baibek, akim of Almaty. The President of Kazakhstan touched upon issues related to small and medium-sized businesses’ involvement in the city's economy and the process of seizing land and housing for infrastructure construction.

Malik Murzalin, akim of Akmola region, presented his report.  Nursultan Nazarbayev noted the low workload of enterprises engaged in the processing of agricultural products, and instructed to envisage funds under the Nurly Zhol program for the tourist cluster development of the region.

During the discussion of the report of Aktobe region’s akim Berdybek Saparbayev, the Head of State recommended that the present heads of regions adopt the experience of the region in implementing a number of social and economic projects.

Further, Amandyk Batalov delivered information on the Almaty region development. The President of Kazakhstan drew attention to the importance of developing tourism infrastructure on Lake Alakol.

Commenting on the report of Atyrau region’s akim Nurlan Nogaev, Nursultan Nazarbayev gave the floor to Altai Kulginov, akim of West Kazakhstan region.

The Head of the State, pointing to a 21% decrease in investment in the region, noted the need to step up efforts to attract investors to the area. In addition, there was a discussion of timely and complete resettlement of residents of the village of Berezovka following the expansion of the Karachaganak sanitary protection zone.

Further, the meeting heard the report of Karim Kokrekbayev , akim of Zhambyl region. The President of Kazakhstan dwelled on the problem of reducing the volume of small and medium-sized businesses in the region and mainstreamed the importance of increasing the constant efficient employment.

Then, Yerlan Koshanov, Karaganda region akim, made a presentation, and  Nursultan Nazarbayev instructed to solve the problem of access to safe drinking water of Karazhal and Zhairem settlements.

When considering the report of Arkhimed Mukhambetov, akim of Kostanay region, the Head of the State has focused on the region’s problem of infant mortality.

Having heard all the reports, Nursultan Nazarbayev summed up the results of the meeting and gave a number of specific instructions on actualization of development programs of the country and regions.

As regards implementation of the Nurly Zhol program, the Head of State noted the slow pace of constructing highways and social facilities in the regions.

- This year more than KZT 70 billion have been allocated for the construction of 109 educational facilities, of which 70 were planned to be put into operation this year. To date, only 7 schools and 2 kindergartens have been commissioned. I instruct the Government and akims of the regions to take the necessary measures for the timely commissioning of all planned facilities, the President of Kazakhstan said.

With regard to the Nurly Zher program implementation, Nursultan Nazarbayev pointed to the poor awareness of the population and the low activity of banks in it.

Summarizing the interim results of the industrial and innovative development program implementation the Head of the State noted the need for digitalization of the economy and introduction of new technologies in production.

In addition, Nursultan Nazarbayev has emphasized the importance of developing competitive export production, stressing the need for the Export Strategy timely fulfillment.

- As for industrialization, the key is to attract investment. Investors continue to face bureaucracy. The akims should reformat their work on the ground, and take an active position, the President of Kazakhstan said.

Noting the effectiveness of the Privatization Plan implementation in attracting investors, the Head of the State urged not to force the process of selling shares of the largest Kazakh companies without maximum benefit to the state.

The Head of the State underscored the need to increase the effectiveness of the employment program and instructed the akims to intensify work on creating permanent jobs in the regions.

Also, Nursultan Nazarbayev noted the low rate of micro-crediting, despite KZT 37 billion allocated this year for the mass entrepreneurship progress.

The President of Kazakhstan instructed the Government and akims to examine the situation more deeply and develop a set of efficient steps to address agro-holdings’ liabilities.

Nursultan Nazarbayev has also made a point of taking measures for the further development of plant growing insurance, including the regulation of mutual insurance companies.

The Kazakh leader separately dwelt on implementing "Rukhani Zhangyru" program and noted the national importance of the tasks indicated in it.

- The society has positively adopted the direction of modernization. It is necessary to involve all people in this activity. At the same time, the akims should not forget about the responsibility for the program’s actualization, the Head of State said.
