Upon the invitation of the President of the Republic of Kazakhstan, H.E. Mr. Kassym-Jomart Tokayev, the President of Montenegro, H.E. Mr. Jakov Milatović, paid the first in the history of bilateral relations official visit to Kazakhstan on June 19-20, 2026.
In this regard, the President of the Republic of Kazakhstan and the President of Montenegro stated the following:
1. On the occasion of the 20th anniversary of the establishment of diplomatic relations founded on genuine friendship and mutual respect, the Presidents reaffirmed their unwavering commitment to further strengthening and diversifying bilateral cooperation for the benefit of both countries and their peoples.
2. The Presidents held substantive discussions covering a wide range of issues on the bilateral agenda, as well as key global and regional developments. They emphasized the importance of maintaining regular high-level exchanges and agreed to continue their constructive dialogue on matters of mutual interest.
3. The Parties reaffirmed their unwavering commitment to the Charter of the United Nations and the fundamental principles of international law, and expressed their readiness to coordinate efforts within international organizations and support initiatives aimed at strengthening regional and global stability.
4. The Presidents underscored the importance of multilateral cooperation in the field of environment and climate cooperation and welcomed Kazakhstan’s strong leadership and engagement in global water governance.
5. The Montenegrin side expressed appreciation of Kazakhstan’s continued commitment to political transformation and economic modernization pursued through comprehensive constitutional and institutional reforms aimed at strengthening effective governance and ensuring sustainable long-term development.
In turn, the Kazakh side highly regarded Montenegro’s progress in economic and social development and also reaffirmed its support for Montenegro’s efforts to advance towards full membership in the European Union, expressing confidence that further promotion of reforms and strengthening of institutional capacity will contribute to the successful completion of the negotiation process with the EU.
6. The Parties noted the significant potential for trade and economic cooperation and agreed to intensify joint efforts to increase mutual trade volumes and stimulate direct investment. They underscored the importance of strengthening cooperation in key sectors, including energy, transport, logistics and construction. The Parties also noted the potential for cooperation in digital development and artificial intelligence as a new area of interaction.
7. The Presidents highlighted Kazakhstan’s key role in the development of the Trans-Caspian International Transport Route (TITR), recognizing its growing significance as a reliable and efficient corridor connecting Asia and Europe.
8. The Parties welcomed the organization of the Kazakh-Montenegrin Round table and highlighted the importance of developing cooperation in the field of tourism, including by increasing tourist flows, creating conditions for expanding air connectivity and promoting the tourism potential of both countries.
9. The Parties agreed to promote bilateral cooperation in higher education, science and research and to explore opportunities for joint academic and scientific initiatives.
10. The Presidents renewed their commitment to further enhancing cultural cooperation, recognizing it as an important foundation for strengthening mutual understanding and friendship between the two countries.
11. The Presidents expressed confidence that the agreements reached during this official visit will give new impetus to the comprehensive development of bilateral cooperation in the best interests of both nations.
