The Strategy of achievement carbon neutrality of the Republic of Kazakhstan until 2060 is a target-setting document in accordance with the State Planning System and was approved by the Decree No.121 of the President dated February 2, 2023.
The main objective of the Strategy is to achieve sustainable development of Kazakhstan's economy in relation to climate change and carbon neutrality by 2060.
The medium-term objective of the Strategy is a 15 % reduction in greenhouse gas emissions by 2030 compared to the 1990 emissions level (unconditional target) and a 25% reduction target, subject to obtaining international support for decarbonization of the economy (conditional target).
The seven principles are:
- Purposefulness, unity and integrity;
- Feasibility criteria;
- Just transition;
- Circular economy;
- Phased approach;
- Openness and engagement with the public;
- Rationality (balance).
Main directions of low-carbon development:
- Sectoral approaches and vision (energy, industry, agriculture and forestry, etc.).
- Waste management.
- Financing and «green» investments.
- Research and Development.
- Education and changing public consciousness.
- Adapting to climate change.
- Carbon regulation system.
